Transparency and accountability
The Right to Information Act, 2005 (22 of 2005) was passed by Parliament in June 2005 and came fully into force on 12 October 2005. It gives citizens the right to access information under the control of public authorities, and obliges every public authority to provide information to the public and make the arrangements needed to promote transparency and accountability.
All universities and colleges established by law made by Parliament or a State Legislature, or by notification of the appropriate Government, or owned, controlled or substantially financed directly or indirectly by Government funds, come within the meaning of a public authority under the Act. In pursuance of the Act, the Principal of the college has been designated as the Public Information Officer (PIO).
